In a separate pot, boil peeled and chopped potatoes until they are tender. Drain the water and then add in the unsalted butter, whole milk, salt, and pepper. Mash everything together until it is smooth and creamy.

Transfer the beef mixture to a 9x13 inch baking dish. Spread the mashed potatoes over the top of the beef mixture, making sure to cover the entire surface.
